Indian killed in an accident what a good omen !!!

Five Indian nationals and one Nepali were mowed down and killed by a speeding car in the capital at 12:45 a.m., Wednesday. The car was being driven recklessly by a youth and there were two other people in it.
Those killed have been identified as Dharma Nath Singh, 50, and his wife Beena Singh, 46, of Kasawa Mehasi. Others killed were Madan Kumar Gupta, 29, Krishna Devi Gupta, 40, and her son Sanjay Gupta, 15, of Sitamarhi, Bihar.
All of them lived at Jyatha in rented quarters. The Nepali killed has been identified as 17-year-old Sujan Shrestha of Pokhare VDC-9, Sindhupalchowk district. Shrestha, who used to to work at a saree shop at Bhedasingh in the capital, was a passerby not associated with the Indian nationals.
Dipak Gupta, 28, also of Sitamarhi, who was injured during the accident, is being treated at Bir Hospital. He received serious injuries to the head and underwent surgery at Neuro Hospital, Bansbari. He is a relative of the victims and lives at Bangemudha in the capital.
According to police, Biplab Man Singh, 21, of Khichapokhari in Kathmandu was driving the Honda City Ba 4 Cha 8030 at considerable speed when it hit the people walking along the sidewalk.
They were returning from Bir Hospital after getting treatment for Sanjaya. The car crashed onto the pavement in front of the underground passageway at Bhotahiti. The front, back and right sides of the car have been damaged, indicating the severity of the impact.
Three youths including Singh left the car and fled the scene immediately after the accident. The car is registered in the name of Singh´s mother. It is not known whether the three were drunk.
According to security guard at Bir Hospital Hari KC, the Indians had visited the hospital at 10 p.m. Tuesday to get Sanjaya a checkup. They left at 12.30 a.m., Wednesday.
Soon after KC heard a loud noise 15 minutes after they left, police brought the victims to the hospital. All six died within minutes of reaching the emergency ward.
The absconding driver´s father and brother later surrendered themselves before the police. According to police, the father, Bidhya Man Singh, has agreed to provide compensation to the families of the victims and help police arrest his son. The family has also deposited Rs 100,000 at the Neuro Hospital for the injured´s treatment.
Indians should be kicked out of Nepal.

Indian criminals add to Tarai security woes

KATHMANDU, Aug 2: The influx of criminal gangs into southern parts of Nepal from Indian territory and particularly from Bihar state has increased lately following massive crackdown by police across the border.

Highly-placed sources at the Home Ministry said that a large number of gangsters is learnt to be taking refuge in bordering villages of southern Nepal---thanks largely to tough security measures adopted by the Nitish Kumar government to contain crime in Bihar.

“Though it is not a new trend for criminals from either country to flee across border, the numbers of those coming into Nepal from bordering areas in India have gone up lately,” said a senior official at the ministry. “We have reports that criminals fleeing Bihar to evade police action are currently taking refuge in bordering villages in Nepal.”

Maoist-infested Indian states have also stepped up efforts to bolster law and order.

Senior police officials say the increased influx of Indian criminal gangs has created additional security woes in the already troubled Tarai districts, particularly Siraha, Saptari, Mahottari, Dhanusha, Bara, Parsa and Rautahat.

Police believe that armed groups active in the Tarai employ the criminals to carry out kidnappings, extortions and even killings as they are professional criminals. Bihar is considered notorious for kidnappings.

With a view to curbing cross-border crime, the government recently set up Border Observation Posts of the Armed Police Force (APF) in all the bordering Tarai districts. The Indian authorities have also deployed a large number of border security forces along the Indo-Nepal border.

Nevertheless, there is no respite from the infiltration of criminal gangs-thanks to the open border that India and Nepal share.

“The border police outposts are stationed mostly at points where there is a motorable road,” said Deputy Inspector General of Police Bhisma Prasain, chief of Eastern Regional Police Headquarters, Biratnagar. “Criminals often walk in where border outposts are not located.”

According to DIG Prasain, intelligence reports show an influx of criminals from across the border from Banke in the west to Jhapa in the east. “Police officials in bordering districts have expedited meetings with their Indian counterparts to share information about such criminals,” he added.

What is interesting, according to police officials, is that the number of armed robberies in the Tarai has gone down dramatically in recent months.

There were only two cases of armed robbery each in Siraha and Saptari ---the most troubled districts---in the past seven months. While Dhanusha district saw no armed robbery during the period, Mahottari, Sarlahi, Rautahat, Bara and Parsa districts witnessed 5, 6, 2, 2 and 3 armed robberies respectively.

Officials believe there is a direct relationship between increase in the activities of armed ´political´ groups and reduction in the instances of armed robbery.

“We do have credible evidence that criminal groups are engaged in kidnappings and extortions in the guise of political groups as this involves less risk than armed robbery,” a senior official at the Home Ministry said.

Visiting Nepalese Defence Minister Bidhya Bhandari met with Indian foreign and defence ministers and foreign secretary separately in New Delhi on Tuesday.
Bhandari arrived in Delhi on Monday in a bid to ask the Indian government to resume military assistance to the country. She said they assured her that India was ready to assist Nepal as per the country's needs.
“I asked them to continue assistance in the military sector in the same way that they are helping us in health and education sectors. I am not here with a specific agenda. I simply asked for resumption of military assistance”.
According to Bhandari, the Indian leaders inquired about the ongoing peace process and drafting of the new constitution. She, however, said she did not discuss integration of Maoist combatants, an important part of the peace process.

India's Minister for Water Resource and Parliamentary Affairs Pawan Kumar Bansal, who inspected the Koshi breach area in Sunsari and the reconstruction works at the dam Sunday, has said India is concerned about the long-term solution for Koshi.

As a group of Nepalese living in New York, we beseech the prompt attention of the United Nations on the recent encroachment of Nepali land by India in Dang district of Nepal, which turned out to be one of the gravest violations of not only the national sovereignty of Nepal but also a tragic and shameful incursion of the big neighbor into human rights of a large number of people directly victimized by the Surakshya Seema Bal (SSB) of the Indian armed forces.

The truth, vehemently denied by the Indian Government as it has historically in such cases, is based more than on the stories of the victims as reported in the newspapers – it is officially confirmed by the recent findings of the parliamentary committees of the Constituent Assembly of Nepal. A part of the fresh and direct synopsis of the recently reported truth runs as:

“The separate delegations of the Constituent Assembly and legislature parliament have concluded that Nepali has been encroached by India in Dang district.

The CA team was lead by Amik Sherchan, chairman of the Committee for Protection of National Interest while the parliamentary delegation was headed by Padma Lal Biswakarma, chairman of the International Relations and Human Rights Committee.

Organizing a press conference in Dang Saturday, the all-party CA inspection team urged the government to start rehabilitation of those displaced due to unruly acts of the Indian border security officials, provide them relief support and seek lasting solution to the recurrent border disputes.”

RE: Border encroachment and human rights violation by Indian security authorities in Nepal

Dear Prime Minister:

As global citizens and citizens and friends of Nepal, we are deeply saddened by the recent actions of the Indian Border Security Forces (IBSF) on Nepali territory. The encroachment on Nepali lands and the atrocities committed against Nepalese citizens is a violation of international law and human rights, and constitutes an attack on Nepal’s sovereignty. With this encroachment our great hope, which is to see India’s foreign policy demonstrate mutual respect and trust, is dashed. The Indian establishment has once again failed to grasp the fact that such folly imposes huge cost to both India and Nepal.

Still, Mr. Prime Minister, you have a choice and you can make the difference.

In May of 2009, the IBSF encroached on Nepali lands and committed atrocities along the border villages of western district of Dang. Two separate delegations of the Constituent Assembly and legislature parliament investigated and reached that conclusion unanimously. These actions resulted in the displacement of more than 6000 people from their homes. Cases of rape and disappearance have also been reported. This is not the first time the IBSF has encroached on Nepali territory and committed atrocities: from Jhapa in the east all the way to Darchula in the west (where the Indian military has even set up a permanent base), the pattern of border encroachment is repeated, with forceful displacement, shifting of border markers and appropriation of territory. India has already appropriated some 59,970 hectares of Nepali territory at 54 points in 21 districts. All these cases are well documented, but India has not shown any sign of taking responsibility of its excesses in a foreign land.

This is not the only example of India’s interference in Nepal’s sovereignty. Recently the Indian Ambassador to Nepal, Mr. Sood, interfered in the choice of Nepal’s Commander-in-Chief. By doing so, he has made it clear that Nepalese right to choose their government remains a right as long as their choice does not contradict with India’s vested interest in Nepal. Mr. Prime Minister, we believe that you understand that the love for motherland and quest for justice does not depend on the size of a country. No matter how small Nepal is compared to India, our love for Nepal and its independence is equal to the love any Indian feels for his motherland.

People from Nepal and India have very cordial relations; they respect and admire each other. They share many common attributes. Our former prime ministers Manmohan Adhikari and B P Koirala were active participants of your national liberation movement. Nepali people in the Indian Army have helped safeguard Indian territory in both the Sino-Indian war and the Indian-Pakistan war. Reciprocally, Indian people have always supported democratic movements in Nepal. The irony is that Indian foreign policy towards Nepal has shown itself over time to be unfair, unjust and vicious.

Nepalese and Friends of Nepal have been hopeful that you, Mr. Prime Minister, would be able to change the “Big Brother” nature of India’s policy in Nepal into one that stands on a firm foundation of mutual respect and trust. These hopes are fading fast. You have the opportunity to make India a great nation by basing India’s foreign policy as it was conceived by former prime minister I. K. Gujral as the Gujral Doctrine. This is time for Indian foreign policymaking be taken out of the hands of bureaucrats still living in the shadow of colonialism.

Change is long overdue. As a first step, we Nepalese, Friends of Nepal and peace loving people around the globe urge you to correct the present aggression immediately, bring the IBSE home to their barracks in India, apologize to those Nepalese who have been the victims of a barbaric act, and compensate those whose property has been destroyed.
