India's `hegemony' is a threat to its neighbours

India's "hegemony" poses a threat to its neighbours, says a premier Chinese daily, citing India's "recent provocation on border issues with China" as proof.

In an opinion piece, the People's Daily says, "In recent years, Indians have become more narrow minded and intolerable of outside criticism as nationalism sentiment rises, with some of them even turning to hegemony.

"It can be proved by India's recent provocation on border issues with China.''

The newspaper, which is the mouthpiece of the ruling Communist Party, says that India's hegemony "is a hundred per cent result of British colonialism. Dating back to the era of British India, the country covered a vast territory including present-day India, Pakistan, Myanmar, Bangladesh as well as Nepal.''

A previous victim of colonialism and hegemony, it said, India started dreaming about developing its own hegemony after the British left.

"Obsessed with such mentality, India turned a blind eye to the concessions China had repeatedly made over the disputed border issues, and refused to drop the pretentious airs when dealing with neighbours like Pakistan.''

To bolster its argument, the newspaper says that even Jawaharlal Nehru had once said that "India could not play an inferior role in the world, and it should either be a superpower or disappear.'

Calling the dream of being a superpower held by Indians "impetuous", the daily says, "The dream of superpower is mingled with the thought of hegemony, which places the South Asian giant in an awkward situation and results in repeated failure.

Since India has constantly been under foreign rule, the newspaper said, "the essence for the rise of India lies in how to be an independent country, to learn to solve the complicated ethnic and religious issues, to protect the country from terrorist attacks, to boost economic development as well as to put more efforts on poverty alleviation.''

But India's hegemonic designs face geopolitical limitation. "It has the Himalaya mountain to its north, a natural barrier for northward expansion; it has Pakistan to the west, a neighbour it is always at odds over the disputed border issues,'' the article says.

Blaming India for pursuing a foreign policy of "befriend the far and attack the near", it said, "It engaged in the war separately with China and Pakistan and the resentment still simmers. If India really wants to be a superpower, such a policy is shortsighted and immature.''

If India wants to be a superpower, the daily said, it needs to have "its eyes on relations with neighbours and abandon the recklessness and arrogance as the world is undergoing earthshaking changes.

"For India, the ease of tension with China and Pakistan is the only way to become a superpower.''

It said China is "proactively engaging in negotiations with India for the early settlement of border dispute and India should give a positive response".

Embassy’s ‘media meddling’ draws widespread flak

Political party leaders, Parliamentary committees and advocacy groups have taken serious exception to statements issued by the Indian Embassy that questioned the integrity of the Nepali media, which have questioned the quality of an Indian joint venture product.

In defence of the Nepali media, they have said it is the responsibility of the free press to remain vigilant.

They have demanded the government summon Indian Ambassador Rakesh Sood to inquire about the statement, saying that it is in breach of established diplomatic norms. Though no one would go on record

fearing reprisals from the Embassy, even some senior officials in the joint venture companies say the Embassy’s recent policy could make them a “needless victim”.

In its recent statements, the Indian embassy tried to portray the Nepali media in poor light, claiming that the joint venture has received negative media publicity because it failed to provide advertisements. The embassy statements, however, remain silent on the fact that some half a dozen Indian joint ventures had voiced strong reservations against the embassy policy, asking them to impose an ‘Ad blackout’ on those media houses that the embassy regards as “unfriendly.”

“We have in fact told the embassy that it would not be in our long-term commercial interest to ignore the media that have wide reach,” said a senior official of one of the joint ventures. “We are a commercial enterprise and our decisions should be solely based on commercial interests. Politically motivated decisions will unnecessary hurt us. If the embassy wants to take all the decisions for us, it might as well run our companies.”

Reacting to the issue, Chairman of the Public Accounts Committee (PAC) of the Parliament, Ram Krishna Yadav, on Tuesday said his committee would take up the issue. “The questions raised by the media regarding substandard products of an Indian joint venture have drawn our attention,” Yadav said at the Reporter’s Club.

“We will convene a meeting to hold discussions on the issue at the earliest.” The PAC is the second House committee to express concern over the issue.

On Monday, the House committee on International Relations and Human Rights unanimously condemned the Indian embassy’s statements, directing the government to seek a clarification from Indian Ambassador Sood.

Expressing solidarity with the Nepali media fraternity, the Federation of Nepalese Journalists (FNJ) took strong exception to the statement. “FNJ believes that the embassy’s statement targeting the Nepali media is improper and uncalled-for. FNJ completely disagrees with the statement,” the umbrella body of Nepali journalists said in a statement. It also said it is preparing a detailed report on the recent developments vis-a-vis the embassy’s reactions on Nepali media and vice versa.

CPN-UML leader K.P. Oli said no one should interfere in the freedom of the press in the nation. “No one has the authority to question the people’s right to information,” Oli said in an interview with a radio station. “Consumers have the right to consume quality products.”

Nepali Congress central working committee leader Deep Kumar Upadhyaya and UML leader Pradip Gyawali said it was unfortunate to see that there was needless diplomatic response to what is clearly a commercial issue. “There could have been other ways to clarify the media reports, if they were erroneous,” said Gyawali.

Sadbhawana Party leader Laxman Lal Karna urged the government to investigate the issue. “It is the media’s responsibility to point out the wrongs in the society,” said Karna. “The Indian embassy’s statement is an attack on the free media.”

Similarly, Minister for Peace and Reconstruction, Rakam Chemjong, urged the government to seek an explanation from the Indian envoy. Talking to reporters in Dhankuta, Chemjong said the freedom of the press must be respected and everybody should keep it free from intervention.

Contrary to the Indian Embassy’s claims that the media reports were fabricated, the news reports, among others, are based on lab reports from the Department of Food Technology and Quality Control (DFTQC), a government agency. The DFTQC report released earlier this month said the Dabur juice contained inedible substances, including worms. This was widely covered by the electronic and print media.

Concluding that the Indian statement was a direct attack on the country’s sovereignty and press freedom, the Nepali media fraternity has sought an apology from the embassy.

The Parliamentary Committee on International Relations and Human Rights on Monday unanimously condemned a statement issued by the Indian Embassy in connection with media reports that questioned the quality of products manufactured by Indian joint venture Dabur Nepal.

Concluding that it was a “direct attack” on press freedom, the committee directed the government to initiate a process to take action against the embassy.

In a statement issued on Monday, the committee said the Indian Embassy’s statement was against established diplomatic norms. “The committee hereby directs the government to initiate a process to take action on the above mentioned act of the Indian Embassy,” reads the statement.

Committee Chairman Padma Lal Bishwokarma said the statement crossed all diplomatic boundaries. “We have taken serious exception to the statement. The government must react,” said BK, adding that the committee also urged the government to seek a clarification from Indian Ambassador Rakesh Sood.

The Committee’s statement follows the Nepali media fraternity’s call to the government to issue a rebuttal. In a statement on Friday, the embassy had accused the Nepali media of engaging in “unethical practices.” It claimed that media houses approached Indian joint ventures for advertisements and resorted to negative publicity when their demands were not met.

The Nepali media fraternity had promptly objected to the Indian Embassy’s press statement.

In a joint statement on Saturday, Nepal Media Society (print), Television Broadcasters, Broadcasting Association of Nepal (commercial radio) and Association of Community Radio Broadcasters Nepal (the umbrella organisation for community radio broadcasters) cautioned the Indian Embassy against “overstepping its boundary.” The media fraternity has it that the reports that quoted the government’s probe into the quality of Dabur products, were not “unethical practices”.

Most lawmakers in the Committee urged the government to stop the frequent intervention of the Indian embassy on Nepal’s internal affairs. “The government can take action against any substandard product,” said CPN-UML lawmaker Radha Gayawali. “The government must seek a clarification from the Indian Embassy,” said Sadbhawana Party lawmaker Gauri Mahato.

With what dignity and authority an Indian Army retired red tape dared to comment over the personal issues of an independent and sovereign nation, Nepal?

Contents of Mehta's this spinning script demonstrates that he holds a latent conspiracy and has several ploys against the peace and prosperity of Nepal. Mehta's conspiracy might derail the ongoing peace process in Nepal and affect the safety and security of entire regions in South Asia. Who is to blame for these repercussions?

It is true that this fox is plugging a thrilling conspiracy against the aspirations and quest of Nepalese people. Nepalese Patriots! Beware!! Mehta has no rights and authority to interrupt over the personal matters of Nepal. We Nepalese people also have sound brains to handle our internal problems. Instead of advocating for your puppet political party (CPN Maoists), you should advise Nepalese policy makers for the better solutions of bringing peace and stability in your neighborhood.

You must realize that you live in this region too. Mehta should better stop acting over smart. He should better be a good neighbor and survive in safe neighborhood. Remember every action has always equal and opposite reaction. Never dream of reincarnating LENDUP DORJE in Nepal. Why not you scan your biography and seek apology from the sober Nepalese people for your inhuman past behavior in Nepal.

Summary of the Book “India Doctrine” written by Barrister MBI Munshi

In India Doctrine, the writer Mr. Munshi has tried to lay emphasis on the point that India from the very beginning has been pursuing a policy of establishing hegemony in the region.

Mr. Munshi through evidences, arguments and her practices has tried to prove that the intentions of India are nothing short of this. To materialize India’s objective the EU and the USA have also joined hands with her. The USA has concluded a treaty for cooperation in the nuclear field with India although it (USA) propagates non-proliferation of nuclear weapons.

This nuclear agreement she did to contain the Chinese influence in the South Asian region. This is a direct threat to peace in the region. Besides the propaganda onslaught against Bangladesh and other countries here through some persons and media is on. The visit of Shaikh Hasina to India in 2003 and again in 2005, were of considerable significance. The 2007 election was also important for them since it was the desire of India that Awami League should come into power. The insurgency in Chittagong Hill Tracts was creation of India. In brief India has been instrumental in destabilizing situation in Bangladesh as well as in other countries of the South Asian region like Pakistan, Nepal and Sri Lanka etc.

The book says India was partitioned in 1947 but India followed the undeclared policy of re-unification or Akhand Bharat since then. The skirmishes along the borders, the unabated killing of innocent civilians of Bangladesh, insurgencies in Nepal, Pakistan (Baluchistan) Sri Lanka are pointer towards this.

India does not believe in two nation theory since they consider that there are other common cultural, ethnic grounds for forming a nation. India viewed emergence of Bangladesh as an independent state which negates the division on the basis of religion.

Nehru’s ideology centred round non-partition of India or the Akhand Bharat as detailed in his book, “The discovery of India” (1947). And this policy has been followed subsequently even after partition in 1947. Nehru/ruled from 1947 to 1964 and his successors were no different from him. The situation of Sikkim in 1973-75 was similar to that of Nepal’s in 2006. In both cases the rulers were over thrown. The former became a constituent part of India while the latter (Nepal) began to be ruled by the persons of choice of India.

As regard Pakistan, Indira Gandhi at a public meeting on Nov, 30, 1970 observed, “India has never reconciled with the existence of Pakistan, Indian leaders always believed that Pakistan should not have been created and that Pakistan nation has no right exist”.

The book says that, keeping the above in view it could be said that India’s role in 1971 war to help Bangladesh was according to her own policy consideration of Akhand Bharat. The later events like looting and taking away of military equipments after Pakistanis were defeated, unequal distribution of Farraka water, killing of Bangladeshis at the borders, inciting insurgencies within Bangladesh territories, indirect interference in shaping Bangladesh foreign policy, creating problem for garment industries etc. loudly speak of the Indian intentions.

The book says that, Henry Kissinger, the then National Security Advisor and Secretary of State thought that India’s help for the then East Pakistanis in their struggle for liberation was purely motivated by self-interest guided by the dream of claiming of all territories ruled by the former British colonial power. J. N. Dixit, the vet-ran diplomat in his book, “Liberation and beyond”, gives the impression that it was Pakistan which wanted to break India and created condition in the former East Pakistan to make a cause to attack India. This is an absurd proposition for it was India which impeded the return of refugees when a political settlement was in the offing in the later part of 1971. Further, after 9/11, there were sufficient reasons to believe that India instigated insurgences through JMB out-fit as the confessional statement of its deceased leader proved. This was done to tarnish the image of Bangladesh as a terrorist state.

After liberation of Bangladesh in 1971, India started propaganda offensive both within and out side India against Bangladesh. Noted left leaning writers are on their pay rolls in Bangladesh. This is done to materialize their goal of Akhand Bharat. Hence it is felt necessary that against their propaganda offensive, RAW’s clandestine activities, counter offensive both through media measures and active intelligence surveillance are must.

The book says that the six points became a great plea for going into a tougher movement. Had that been accepted, it was presumed that Pakistan would not have broken and nor independent Bangladesh emerged in 1971. After 1971, India became more active to make the newly emerged state its part. For this she appointed Chittarangan Sutar as Shaikh Saheb’s representative in India. Sutar had direct access to Indian Prime Minister and other high officials there. His plans however failed following assassination of Shaikh Saheb in August 1975.

India entered into a 7 point agreement with the then Bangladesh government in exile (located in Calcutta) which contained provisions like no standing army for Bangladesh, Joint forces for Bangladesh with the command lying with the Indian Army Chief, identical foreign policy etc. The defeat of Pakistani army and its surrender to the Indian General, (Sans Bangladesh Army Chief) and the terms having never been shown to Bangladesh, apparently spoke that virtually Bangladesh belonged to India since India won the war with Pakistan and took its soldiers captive. The Mujib Bahini, the Rakhi Bahini etc. were created to seek their assistance in consolidating the Indian Government’s authority in Bangladesh and also to use them when the appropriate time had come as thought by India. Their authority was further strengthened by the 25 years treaty of friendship which also fortified the 7 point agreement made by the government in exile. As said before the plan of subordinating Bangladesh failed following assassination of Shaikh Saheb. India could have walked over but restrained itself for fear of international condemnation etc. It however continued its effort to destabilize it and others by harboring insurgencies through RAW and other agencies in Bangladesh, Sri Lanka Nepal and Pakistan. The insurgencies in Chittagong Hill Tracts are worth mentioning.

The book has been further enriched by the valuable contributions from the eminent writers of both home and abroad. Professor Khodeja Begum in her article laid emphasis on the India’s concept of Akhand Bharat or united India quoting authentic references like the 7 point agreement made between Indian government and Bangladesh government in exile. She also quoted the Ananda Bazar Patrika’s observation following 1991 election. The Patrika said that the people in Bangladesh should raise their voice for merger with India. Brig Gen (Retd) Shakhawat laid emphasis on geopolitical condition of Bangladesh and suggested for careful move for making relationship with USA, China and more importantly India.

Other Nepalese and Sri Lanka writers have also blamed India for inciting insurgencies and instability in the neighboring countries. Maoists in Nepal and LTTE in Sri Lanka are the beneficiaries of the Indian government.

Do they want to divide this country like LETTE wanted in Sri Lanka, Then they are a gone case. Nepal will remain united and they will be finished like LETTE. Otherwise Nepali is the official language of Nepal and every citizen has to respect it. The mother, motherland and mother tongue is same. The Madheshi parties want to sell their mother for a few IC? or They think that Indian will let them to power by raising Hindi issue.
They should know that Hindi is discarded even in India. Hindi is not the issue madhesh parties are raising they are trying to appease the Indian establishment and sell their motherland for few ICs but tomorrow what answer do they give o their children, if there is no Nepal, there will be no Madhesh and no Mahanta Thakur and no Parmananda and Hridayeash or any one there will be only bihari yadavs and their dadagiri.

Save Nepal save Nepali. Lets remain united and don't fal in trap of the RAW trap that wants to divide Nepal.

Those five Madhesi parties that have jointly asked Vice President Parmananda Jha not to retake oath as ordered by the Supreme Court and not to quit from the post are and cannot be the sons of their fathers.

How can they ask Jha to wait until the Interim Constitution is amended to allow oath-taking in a preferred language. Tomorrow if anyone takes oath in Chinese how will you take it? Aren't you giving room for every foreigner to paly in this land? Why preferred language why not mother tongue?
You all matherchod..why do you want to fuck your mother and leek the boot of Indian bastards, they are blody rapist and terrorists. Theie SSB, police and Army have raped your daughters and wives and still your are leeking their boot instead of fucking their ass. Wake up and be Nepali and united.
The RAW propaganda machine Himalayan Times and annapurma Post is supporting te Hindi campaign because they are in Nepal to spy not to do journalism. They are here to keep record of every bureaucrats and politicians and their children so that they can be sent to scholarships to India and buy information.
These RAW propaganda machine should be banned and closed otherwise they will start disctribute money like the Indian consulate does in Birgunj and start protesting in kathmandu for Hindi and make this country another Bhutan.

India's Hand in Nepal Royal Palace Massacre

South Asia is in turmoil over India taking the policy of aggressive intervention against surrounding countries like Nepal, Bangladesh, Sri Lanka and Pakistan.
The task to destabilize these countries has been assigned to the notorious intelligence agency, RAW. A scholar Dr. Shreen M Mazari says "In Nepal, India has been intervening in the politics of the Hindu Kingdom by promoting pro-Indian politicians".
The Indian government is making it difficult for Nepal to assert her sovereignty. The Indian intelligence service Research and Analysis Wing (RAW) has been fomenting violent deterioration in Nepal. In Nepal, Indian leaders especially the government of Congress (I) have been playing an active role to diffuse the democratic aspirations of the Nepalese people. In 1989, India imposed an economic blockade on Nepal.
The reason was the expiring of the Trade and Transit Treaty. After the blockade, India had asked King Birendra to remain under the Indian security umbrella by enjoying the same status as the Bhutani King. But the sovereign Nepalese King Birendra rejected the Indian interest. Then, India started the conspiracy against Nepal.
Some Indian leaders & RAW have been instigating the Madhesi people (some puppets of India) of the Tarai - southern belt. The Indian ambassador has been offering large sums of money for schools, hospitals, roads etc in order to wean the masses away from the influence of Kathmandu.
The Tarai belt is burning with murders, kidnappings, lootings that is mounting day by day in the name of so-called 'Madhesi supremacy'. Since 2000 AD, India wanted to abolish the Nepalese monarchy any way it could. The Nepalese monarchy is the convincing factor of Nepalese unity & sovereignty. But India does not like peaceful unity and an inseparable Nepal. So, Indian Congress (I) leaders and RAW chief came to Nepal and used pressure to get rid of the monarchy. At that point, the grand design started with the Royal massacre.
The main cause is the conspiracy of RAW (Research and Analysis Wing). RAW has been destabilizing Nepalese unity since 2005. Professor Wang Hongwei of the Chinese Academy of Social sciences is a veteran Nepal watcher made these remarks. 'I firmly believe that Birendra's affiliation with China finally became the prime reason for his ghastly murder, some power centers did not want late King Birendra to have good relations with China'. 'Birendra was committed to serve his country, he had brought new ideas of cooperation with China, King Birendra believed that if Nepal is linked to the Silk Route, the country can have direct links to Europe and other countries mainly to import petroleum products'. 'That is the prime reason why those alien power centers did not want him to survive'.
'We had told him to remain careful while he was attending the BAO Summit held in China some years back'. 'We had saved his life earlier as well; one of our Military attaché had informed him of such ill motives. It was since then he had friendly relations with China, however, we came to know at a later stage that some diplomats stationed in Kathmandu and leaders of some political parties too acted as accomplices in the murder'. Professor Wang confirmed that RAW was responsible for the Royal massacre.
How mysterious it is? In my analysis, Prince Dipendra & Devyani (Daughter of Pashupati Shamshre) were used by RAW in the Royal massacre. On the night of the massacre (7-9 PM), she was in Dugad Niwas near by the Indian-Embassy at Lajimpat, and was asking about the activities of Prince Dipendra to his ADC.
This is an open-secret. But, just after the Royal massacre, the next day, Devyani departed to Delhi when Girija was the powerful Prime minister. That is the suspicious reality. The former PM and Maoist leader Prachanda, and the PM and UML leader Madhab Nepal, have been making empty noises about the investigating of Royal massacre. Remember that Madhab Nepal was nominated as a member of the investigation team (on the leadership of Chief Justice), but he refused to take part. Why is that? Because the culprit party leaders would not undergo an exercise in futility?

A prominent editor of Peoples Review (24 July 2009) Mr. Pushpa Raj Pradhan writes - 'The Royal Palace bloodbath on 1 June, 2001 will remain as a black-day for Nepalis in history. The entire family members of King Birendra along with many members of the Royal Family were killed in that incident.'
According to the noted scholar Dr Upendra Gautam, King Birendra was killed 19 days after signing an agreement for the Rasuwagadhi-Safrubeshi road, an access road linking Tibet with Nepal. Furthermore, he was killed immediately after his official visit to China. King Birendra, during those last days, was very unhappy with the increasing Indian intervention in Nepal.
According to Janadharana weekly, who had been closely monitoring the developments in Nepal, the Royal Palace bloodbath was carried out by those elements who didn't want Nepal remaining as a sovereign nation. The late king Birendra had strong relations with China. He was assassinated immediately after his return from China. He had participated in the international summit at the Bao Forum, Hainan, China in 2001.
India had become further suspicious of King Birendra's visit to China. Just before the bloodbath, Indian intelligence had made public a report in which a fake allegation was made that Queen Aishwarya had provided 100 million Indian rupees to the Tamil Tigers to assassinate Indian Prime Minister Rajeev Gandhi. It can be assumed that from such a serious accusation made against the Royal Family, how much the Indians were annoyed with the Royal Palace? This can be taken as evidence that Indians were trying to abolish the respected institution of a neighbouring country.
India was demanding that Nepal should provide citizenship certificates to all Indians residing in Nepal. India had already bought all the parliament members to fulfill this cause. A bill on the amendment of the citizenship law was also passed by the Parliament. But King Birendra had rejected the bill which made India more angry with the monarchy in Nepal.
That is the reality of the massacre of King Birendra and his family. Who can avoid the degrees of fate? The history of Indian conspiracy is the destruction of sovereign nations of south Asia. India should understand that the Nepalese people will never accept Indian interference.
According to former Prime Minister Marichman Singh, at the time of the movement of 1990, RAW brought together one dozen left parties who never used to see eye to eye, just like the seven parties during 2005 and of course, forged a working alliance with the Nepali Congress. Thinking that the Nepalese people would not hit the streets, India even brought 6,000 Bhutanese of Nepalese origin to Kathmandu to show Nepali faces in the movement. It is already published that after the movement of 1990 gained momentum, the then Indian Foreign Secretary, showing the scare of the people's movement, came to Kathmandu in April 1990 with a draft agreement under which Nepal's defense and foreign policy would be under the Indian domain. But King Birendra rejected the agreement outright. Many people believe that this was another step towards his untimely demise.
The reality is that India still maintains its wish to keep Nepal under its security umbrella. Now it is well established that India, after 2005, is stepping towards Bhutanisation, Sikkimisation and Fijisation of Nepal by using Prachanda and Baburam Bhattarai of Maoist, Girija of NC, Madhab Nepal of UML. All the conspiracy is being done in the name of abolition of monarchy. Therefore, in the absence of a leader who can take a stance, India conspires to make Nepal a failed state.

KATHMANDU, Aug 8: The government has given permission to Air India (AI) to operate its own security checking at the tarmac of Tribhuvan International Airport (TIA).

The government is currently working on the Standard Operating Procedures (SOP) for such security checks by officials of a foreign airline at the country´s only international airport. Once the procedures are ready, AI will be allowed to basically second-screen passengers and luggage with portable x-ray machines in the sterilized zone of the tarmac. Currently, officials of the Indian airline are only allowed to carry out manual-frisking of passengers at the ladder of the airplane.

The decision to grant such permission was taken by then Minister for Tourism and Civil Aviation Hisila Yami under a written request from the government of India despite stiff opposition by then secretary at the ministry, Lila Mani Poudel. Secretary Poudel was transferred to another ministry before Yami took the final decision.

Talking to myrepublica.com, Yami admitted that she had taken such a decision. “Yes, I granted such permission to AI during my tenure," she said.

Though such a practice is not new, aviation experts have opposed the permission on three grounds. First, it somehow undermines the sovereignty of the nation. Second, it may compromise the security sensitivity of other airlines since it provides "unrestricted mobility" to the security officials of IA. And third, this could prompt other international airlines to demand such permission also, thereby creating a logistical problem of space. Jet Airways has already applied for a similar facility.

But both Yami and current secretary at the Ministry of Tourism and Civil Aviation Nagendra Ghimire defend the decision.

“I don´t think it undermines our sovereignty and national security,” said Yami. She, however, expressed unawareness of the unrestricted mobility for AI´s security officials or the other technical details of such a system. “I agreed to allow such a facility based on information provided by ministry staff,” she said, adding, “I could have been misled but still I don´t think I made a wrong decision.”

Secretary Ghimire said the mobility of airline officials in sensitive zones at airports is not a new thing in international aviation. “Such provisions exist in other countries too,” he argued.

However, there is a serious difference of opinion at the National Aviation Security Committee (NASC), which finalizes the SOP, on the implications of providing such a facility to a foreign airline. A meeting of the NASC held last Saturday could not finalize the procedures due to serious differences.

NASC, a body under the Civil Aviation Authority of Nepal (CAAN), is headed by the line minister and includes the Nepal Army´s second-in-command, the chiefs of the Nepal Police, the Armed Police Force and the National Investigation Department (NID), the secretaries from the Home, Defense, Law and Finance Ministries, the Attorney General and the Director General of CAAN.

India had long been asking Nepal for such a facility, arguing that India-bound flights from Kathmandu were under serious security threat, especially since the hijacking of Indian Airlines flight IC-814 on December 24, 1999.

Indian killed in an accident what a good omen !!!

Five Indian nationals and one Nepali were mowed down and killed by a speeding car in the capital at 12:45 a.m., Wednesday. The car was being driven recklessly by a youth and there were two other people in it.
Those killed have been identified as Dharma Nath Singh, 50, and his wife Beena Singh, 46, of Kasawa Mehasi. Others killed were Madan Kumar Gupta, 29, Krishna Devi Gupta, 40, and her son Sanjay Gupta, 15, of Sitamarhi, Bihar.
All of them lived at Jyatha in rented quarters. The Nepali killed has been identified as 17-year-old Sujan Shrestha of Pokhare VDC-9, Sindhupalchowk district. Shrestha, who used to to work at a saree shop at Bhedasingh in the capital, was a passerby not associated with the Indian nationals.
Dipak Gupta, 28, also of Sitamarhi, who was injured during the accident, is being treated at Bir Hospital. He received serious injuries to the head and underwent surgery at Neuro Hospital, Bansbari. He is a relative of the victims and lives at Bangemudha in the capital.
According to police, Biplab Man Singh, 21, of Khichapokhari in Kathmandu was driving the Honda City Ba 4 Cha 8030 at considerable speed when it hit the people walking along the sidewalk.
They were returning from Bir Hospital after getting treatment for Sanjaya. The car crashed onto the pavement in front of the underground passageway at Bhotahiti. The front, back and right sides of the car have been damaged, indicating the severity of the impact.
Three youths including Singh left the car and fled the scene immediately after the accident. The car is registered in the name of Singh´s mother. It is not known whether the three were drunk.
According to security guard at Bir Hospital Hari KC, the Indians had visited the hospital at 10 p.m. Tuesday to get Sanjaya a checkup. They left at 12.30 a.m., Wednesday.
Soon after KC heard a loud noise 15 minutes after they left, police brought the victims to the hospital. All six died within minutes of reaching the emergency ward.
The absconding driver´s father and brother later surrendered themselves before the police. According to police, the father, Bidhya Man Singh, has agreed to provide compensation to the families of the victims and help police arrest his son. The family has also deposited Rs 100,000 at the Neuro Hospital for the injured´s treatment.
Indians should be kicked out of Nepal.

Visiting Nepalese Defence Minister Bidhya Bhandari met with Indian foreign and defence ministers and foreign secretary separately in New Delhi on Tuesday.
Bhandari arrived in Delhi on Monday in a bid to ask the Indian government to resume military assistance to the country. She said they assured her that India was ready to assist Nepal as per the country's needs.
“I asked them to continue assistance in the military sector in the same way that they are helping us in health and education sectors. I am not here with a specific agenda. I simply asked for resumption of military assistance”.
According to Bhandari, the Indian leaders inquired about the ongoing peace process and drafting of the new constitution. She, however, said she did not discuss integration of Maoist combatants, an important part of the peace process.

RE: Border encroachment and human rights violation by Indian security authorities in Nepal

Dear Prime Minister:

As global citizens and citizens and friends of Nepal, we are deeply saddened by the recent actions of the Indian Border Security Forces (IBSF) on Nepali territory. The encroachment on Nepali lands and the atrocities committed against Nepalese citizens is a violation of international law and human rights, and constitutes an attack on Nepal’s sovereignty. With this encroachment our great hope, which is to see India’s foreign policy demonstrate mutual respect and trust, is dashed. The Indian establishment has once again failed to grasp the fact that such folly imposes huge cost to both India and Nepal.

Still, Mr. Prime Minister, you have a choice and you can make the difference.

In May of 2009, the IBSF encroached on Nepali lands and committed atrocities along the border villages of western district of Dang. Two separate delegations of the Constituent Assembly and legislature parliament investigated and reached that conclusion unanimously. These actions resulted in the displacement of more than 6000 people from their homes. Cases of rape and disappearance have also been reported. This is not the first time the IBSF has encroached on Nepali territory and committed atrocities: from Jhapa in the east all the way to Darchula in the west (where the Indian military has even set up a permanent base), the pattern of border encroachment is repeated, with forceful displacement, shifting of border markers and appropriation of territory. India has already appropriated some 59,970 hectares of Nepali territory at 54 points in 21 districts. All these cases are well documented, but India has not shown any sign of taking responsibility of its excesses in a foreign land.

This is not the only example of India’s interference in Nepal’s sovereignty. Recently the Indian Ambassador to Nepal, Mr. Sood, interfered in the choice of Nepal’s Commander-in-Chief. By doing so, he has made it clear that Nepalese right to choose their government remains a right as long as their choice does not contradict with India’s vested interest in Nepal. Mr. Prime Minister, we believe that you understand that the love for motherland and quest for justice does not depend on the size of a country. No matter how small Nepal is compared to India, our love for Nepal and its independence is equal to the love any Indian feels for his motherland.

People from Nepal and India have very cordial relations; they respect and admire each other. They share many common attributes. Our former prime ministers Manmohan Adhikari and B P Koirala were active participants of your national liberation movement. Nepali people in the Indian Army have helped safeguard Indian territory in both the Sino-Indian war and the Indian-Pakistan war. Reciprocally, Indian people have always supported democratic movements in Nepal. The irony is that Indian foreign policy towards Nepal has shown itself over time to be unfair, unjust and vicious.

Nepalese and Friends of Nepal have been hopeful that you, Mr. Prime Minister, would be able to change the “Big Brother” nature of India’s policy in Nepal into one that stands on a firm foundation of mutual respect and trust. These hopes are fading fast. You have the opportunity to make India a great nation by basing India’s foreign policy as it was conceived by former prime minister I. K. Gujral as the Gujral Doctrine. This is time for Indian foreign policymaking be taken out of the hands of bureaucrats still living in the shadow of colonialism.

Change is long overdue. As a first step, we Nepalese, Friends of Nepal and peace loving people around the globe urge you to correct the present aggression immediately, bring the IBSE home to their barracks in India, apologize to those Nepalese who have been the victims of a barbaric act, and compensate those whose property has been destroyed.

Just a day after the parliamentary committee on Human Rights and International Relations led by Amik Sherchan and an “all-party” monitoring team concluded that Indian side had indeed encroached upon Nepali land in the bordering areas of Dang district and that locals living there were forced to flee their homes due to continued atrocities on them by the Indian border security force personnel, an interview of the Indian ambassador to Nepal Rakesh Sood appeared in the leading Kantipur Daily on Sunday in which he again dismissed claims (based on media reports) that Nepali land has been encroached upon by India in Dang and that its Border Security Force were involved in appalling atrocities against Nepali citizens living there.
“The surveyors Delhi sent (to Dang) found that there was absolutely no untoward incident,” Ambassador Sood said in the interview with the daily which was originally taken on Friday.
In a persuasive tone of a seasoned diplomat, he assured that when the new border pillars are installed after the “strip maps” signed by Nepal and India in December 2007 is formalized by the Nepal government, “around 98 percent of the border disputes will be resolved”.
“The rest concerning Kalapani and Susta needs to be re-solved at the political level,” he said.
In saying this Ambassador Sood was only repeating what has been officially told on numerous occasions in the past – that long-standing border dispute between Nepal and India has largely been solved except in two areas Kalapani and Susta.
In the rare interview, New Delhi’s representative in Kathmandu who has seen, or if media reports are to be believed, presided over three ‘change of guard’ at Singha Durbar, tried to allay further claims about New-Delhi’s alleged role in bringing down the Maoist-led government and its anxiety over Nepal’s supposed closed ties with China.
And he did this in the classic South Bloc jargon for all seasons, something which his predecessors in Kathmandu used often and which the government and the media here have lapped up without a second thought.
“It is completely an internal affair of Nepal and India had nothing to do with.” --- on New Delhi’s role in toppling Maoist-led government
“Nepal is a sovereign country and it will decide what kind of relationship it will have with any other country.” - on Nepal’s relationship with China.
But the smooth-talking ambassador made a major slip in his attempt to make the border encroachment issue - due to which Nepal-India’s relationship has received a major beating in recent times - a non-issue.
Going by Ambassador Sood’s claim, the disputed areas of Susta and Kalapani are just a small part of the big problem that is already on the way of being resolved and that it needs just a formal acceptance on the part of Nepal to make it a thing of the past, a thorny but forgettable episode in the “age-old, friendly and cordial” ties between the two country.
It is not so.
Various reports backed by credible evidences have shown that India has encroached upon and continues to illegally occupy more than 60,000 hectares of Nepali land at 61different places across the country.
The total area occupied by India in Kalapani and Tinker area of far-western Nepal (an area which has always featured highly during bureaucratic and ministerial level border talks between the two countries) alone is said to stand at 37,000 hectares. Similarly, additional 14,000 hectares of Nepal land has been encroached by India in Susta.
These figures makes it quite clear that Indian occupation of Nepali territory in Kalapani and Susta, which have been erroneously labeled as mere ‘border disputes’ to tone down the seriousness of the situation, in fact lies at the heart of long-standing border problem between the two countries.
This was perhaps why during the Maoist led government few months back, then foreign minister Upendra Yadav and his Indian counterpart Pranab Mukherjee had confined their talks on resolving the dispute particularly in Kalapani and Susta.
Few weeks before the series of reports about encroachment of Nepali land in Dang and atrocities against Nepali citizens living there hogged the media headlines, a field study conducted by the same parliamentary committee had found that an additional 34 hectares of land belonging to people of ward no 6, 7 and 8 of Jhitakaiya VDC in Bara district has been encroached by the Indian side.
The parliamentary committee led by Nepali Congress leader Nabindra Raj Joshi concluded that as many as 264 border pillars were missing out of the original 685. It also found that Indian farmers encroached Nepali land on the backing of Seema Surakcha Bal (SSB) personnel for farming purposes.
Joshi had in an interview with a daily paper at that time said that change in the course of the river also pushed the Nepali land to the Indian side of stream, encouraging Indian farmers to capture it later.
Surprisingly, he refrained from calling this a seizure of Nepali land, instead preferring to just call it a mere ‘border dispute’.
“It is the fact that there is border problem in Bara, but it will not be wise to conclude that the Indian side has encroached Nepali land,” he said. “We may have to go for further study after the technical team hands over its report on this.”
In her tell-all article on encroachment of Nepali territory by the Indian side, P.K Pant, a veteran journalist who regularly writes on border-related issues, sheds some important light on the history of Indian occupation of Kalapani.
She writes: “After India lost to China in the 1962 border war, Indian soldiers gradually receded from the frontline. They learnt a crucial lesson from this war and found the Kalapani area in Nepal as a strategically appropriate and sensitive area because of its potential of acting as a buffer zone between India and China. So, Indian military decided to stay there. (Almost fifty years later) Indian soldier have still been occupying that area, but no voice has been raised against it from any quarters.”
Pant has another interesting revelation that lays bare what she describes as “meekness” of Nepali leaders.
She further writes that in regards to Susta the government deliberately refused to make public the map of the Susta area prepared by the Survey Department in collaboration with the Japanese International Cooperation Agency (JICA)
“The map, prepared in 2003, clearly illustrates the blatant encroachment of some 14,000 hectors of Susta by Indian side,” she writes, and further adds, “Nepal government is surreptitiously trying to suppress the prevalent geographical truths about the area by citing that it failed to confirm the measurement of the encroached land due to the absence of the map.”
She insists that the whole matter is related with foreign-policy conduct.
“We must be determined to clear out differences within ourselves and bring to an end this long-lingering and turbulent issue in the larger interest of the country by reaching to a national consensus,” she implores. “The consensus will thus uphold the dignity of the nation and its people as a whole, and would especially help in dealing with border disputes, water resources, foreign policy and development issues.”
Border experts say that when the time called for it India easily relinquished its traditional “twin pillar theory” (that of democracy and constitutional monarchy) which it held dear when it came to its relation with Nepal, but now it must turn a new leaf in its relation with the Himalayan republic by amicably resolving the long-standing border problem with the new, unwavering pillars of fairness, trust and mutual-respect.

Atrocities on Nepal border villagers: Lawmakers

DANG, June 13: Locals in villages along the Nepal-India border in Dang district were forced to flee their homes due to continued atrocities on them by the Indian paramilitary force Seema Surksha Bal (SSB), concluded a team of Nepali parliamentarians after completing a four-day field visit to the district.

Speaking at a press meet in Dang on Saturday, the lawmakers however gave contradictory views regarding the encroachment of Nepali land by India. UCPN (Maoist) lawmaker Amik Sherchan said Nepali land was encroached upon but he said he would reveal the extent of encroachment only after looking at the map. Indra Bahadur Tharu, a lawmaker from the same party, said, “On the basis of the map, we did not find any encroachment of Nepali land.” Tharu argued that India plans to encroach the land after chasing away the villagers.

The team of parliamentarians visited the district after around 2,000 people from the villages of Bela, Koilabas and Gobardiha in Dang fled their homes due to alleged encroachment of Nepali land and atrocities committed by the SSB personnel. The displaced villagers are sheltering in the Karri community forest in Satbariya-2 in the district.

All the lawmakers stated that continued atrocities by SSB personnel were the main reason behind the displacement of Nepali villagers in Dang. "There is no state presence in the border villages and the Nepalis are suffering atrocities from the SSB and Indian criminal groups", said Sherchan. He said the SSB crossed into Nepali territory, "dug ditches, set up huts and put up ´signs´ on houses".

But the team found the border pillars intact contrary to what media reports stated. Of the 79 pillars at 22 border points, 78 are intact, said one team member. One pillar was found to have been lost.

According to Sherchan, people have to depend on the Indian market and Nepalis face atrocities as there are no Nepali check posts on the border. "We should ensure a state presence on the border for a solution," he said.

Locals told the team that local women were sometimes raped by SSB personnel, and they allowed people to import just five to 10 kg of food from across the border.

The lawmakers reached the conclusion that the government should take initiatives to return the villagers to their homes and introduce some development packages.

Displaced number 2000, run out of food; Nepali land 'encroached'

SATBARIYA, Dang, June 3: Some 2000 Nepalis from villages on Nepal-India border who have been displaced due to alleged harassment by Indian border security forces are running out of the meager food stuff they brought with them.

These people from the bordering Rajpur, Koilabas, Bela and Gobardiha villages have been staying in the Kari community forest adjoining the East-West Highway in Dang district.

The number of displaced due to harassment by India´s border security force -- Sashastra Surakshya Bal (SSB) -- is increasing. Even on Tuesday, some 250 came to Satbariya. Many are still on the highway not knowing where to go.

Karma Roka, 28, of Kalyankoti in Rajpur has a supply of just half a kilogram of rice. Karma, who has two daughters, left her village on May 28 after threats from the Indian security personnel. She had 5 kg of rice then.

"I don´t know what will happen once the remaining rice is consumed," Karma told Republica. Her husband has gone to India in search of job.

These villagers have accused SSB of harassing them, especially the women. Reports surface from time to time about SSB´s "high-handedness" and notorious behavior against Nepal citizens. But neither Nepal government nor its Indian counterpart have been able to restrain the SSB.

"The Indian side harassed us because we are Nepalis and the Nepal government never bothered about us," said another displaced Deviram BK. "Either the government should ensure security in our villages or help settle us at a secure place."

Of the 22 transit points on the international border, just Koilabas and Khangi have police posts. Robbers and goons from India often raid these four villages, the displaced allege but rue that there is no protection from the district administration.

Some people get "displaced" from their villages in the hope of getting land from the government, officials of Kari community forest that occupies an area of 47o hectares, said. They also said that some of the "displaced" have started "capturing" community and private forest areas.

Indian encroachment on Nepali territory alleged

Some of the displaced also accuse the India forces of encroaching on Nepali territory, another charge that comes up frequently. While the Nepali government officials maintain a conspicuous silence, the Indian officials deny it.

Nepalis in these bordering villages have accused the SSB of shifting the border demarcation pillars toward Nepali territories.

Spokesperson of Unified Communist Party of Nepal (Maoist) Dinanath Sharma issued a press release in Kathmandu on Tuesday, condemning the "encroachment". The party has termed it an encroachment on Nepal´s sovereignty.

The press release said that India´s SSB has burnt houses, beat people, raped women in villages in Koilabas, Patauli, Siriya, Sukauli, Gurung and Bhaisahi in Dang and Jhitkaiya, Badki, Fubariya, and Basantpur in Bara district.

"Dispute about Susta, Maheshpur, Kalapani and Limpiyadhura has long prevailed," Sharma said. India´s neighboring, small and weak nations have been suffering due to its traditional, feudalistic, bullying and expansionist policy."
